    HIV in Prisons, 2020 – Statistical Tables (2022)

    At year-end 2020, an estimated 11,940 persons in the custody of state and federal correctional authorities were known to be living with HIV, a decline of nearly 16% from yearend 2019 (14,180). This includes persons who were HIV-positive or had confirmed AIDS (acquired immunodeficiency syndrome). The decline mirrors the 15% decline in the overall state and federal prison population over the same time period. As a result of the decline in both populations, the rate of persons with HIV remained at 1,153 per 100,000 persons in state and federal prisons from 2019 to 2020.

    This Overview previews some of the findings in this Report. Before turning to key facets, the contours and limits of the data collection need to be explained. First, as in the other volumes in the CLA-Liman series, this Report compiles information that prison systems provided in response to a survey questionnaire (“the Survey”) and does not rely on other sources, such as interviews of incarcerated people or research based on public data.

    Impact of COVID-19 on State and Federal Prisons, March 2020-February 2021 (2022)

    State and federal correctional facilities performed 4,816,400 viral tests for COVID-19 on persons in prison from the beginning of March 2020 to the end of February 2021. Of these tests, 396,300 (8.2%) were positive for COVID-19, representing 374,400 unique infected persons in state and federal prisons. The infection rate in prisons during this period was 219 per 1,000 state prisoners at risk of exposure to COVID-19 and 298 per 1,000 federal prisoners at risk of exposure.

    Jails in Indian Country, 2021, and the Impact of COVID-19, July-December 2020 (2022)

    A total of 2,180 inmates were held in 80 jails in Indian country at midyear 2021, an 8% increase from the 2,020 inmates held in 82 facilities at midyear 2020. The increase follows a 30% decline in the inmate population from midyear 2019 to midyear 2020 (figure 1; table 1). The midyear 2021 inmate population was 25% lower than the midyear 2019 population, when 2,890 inmates were confined in Indian country jails. This decline was attributed mainly to responses to the COVID-19 pandemic.

    The Impact of an Aging Inmate Population on the Federal Bureau of Prisons

    In September 2013, the Federal Bureau of Prisons (BOP) incarcerated 164,566 federal inmates in 119 BOP-managed institutions. According to BOP data, inmates age 50 and older were the fastest growing segment of its inmate population, increasing 25 percent from 24,857 in fiscal year (FY) 2009 to 30,962 in FY 2013. By contrast, during the same period, the population of inmates 49 and younger decreased approximately 1 percent, including an even larger decrease of 16 percent in the youngest inmates (age 29 and younger).
